Scanners May Be Your Only Option To Know If Help Is On The Way

In CERT, we learn "Following a major disaster, first responders who provide fire and medical services will not be able to meet the demand for these services. Factors as number of victims, communication failures, and road blockages will prevent people from accessing emergency services they have come to expect at a moment's notice through 911. People will have to rely on each other for help in order to meet their immediate life saving and life sustaining needs." (www.citizencorps.gov/cert/about)

You call 911 and you are unable to get through. How do you know if help is arriving and how bad is the situation?

National Preparedness Month - Volunteer Mobilization Exercise

Volunteers Needed: Emergency Preparedness Exercise

Individuals are needed Saturday, September 25, 2010 to act as mock emergency volunteers.

Volunteer Fairfax, the Fairfax County Office of Emergency Management, and the Fairfax County Health Department will be testing their Volunteer Reception Center (VRC) plans, which assign volunteers to the needs of emergency response and recovery specialists.

If you are interested in acting as an emergency volunteer for this event or would like additional information, please contact Volunteer Fairfax.

This exercise is also being done in coordination with other volunteer agencies in the region. If you are interested in participating but not local to Fairfax, please contact your local volunteer agency to see if they are participating or contact Volunteer Fairfax for a list of other participating agencies.

Fairfax County Declares September Emergency Preparedness Month

The Board of Supervisors designated September 2010 as Emergency Preparedness Month in Fairfax County.

Pictured above are staff from Fairfax County Office of Emergency Management and Citizen Corps representatives.

"Residents of Fairfax County are encouraged to prepare themselves and their families for emergencies by organizing an emergency supply kit; formulating a personal preparedness plan; becoming knowledgeable about various threats; and becoming involved in preparing their community." In addition, "the Board of Supervisors designated Aug. 3 as National Night Out in Fairfax County. The Fairfax County Police Department sponsors National Night Out to promote the importance of community-police partnerships, neighborhood safety and public awareness of crime prevention programs."

What happened to all the volunteer coordinators?

Recently it seems like less and less volunteer newsletters and correspondence from non-profits are being received. Less communication across the board.

Communication that is received appears to be primarily through Facebook groups, with articles of national interest, not related to the local community.

Could it be the days of one-on-one communication is a thing of the past?

What could be the root to this?

Could it be the organizations are focusing more on corporations for major donations (to sustain their staff) with less focus on the volunteers?

Or could it be a lot less complicated? With the economy, we have seen many positions cut and staff turn-over (due to low salaries) at non-profits, along with a change of focus. Could it be that the non-profits can no longer afford to focus on the individual active volunteer?

Could it be that the people who were best at communication and working one-on-one with volunteers are no longer there?

Recently when trying to reach out to a volunteer coordinator, it was determined, she was no longer with the organization. When going to the website to see who the new contact was, no one was listed. You needed to re-register as a volunteer, for someone to contact you.

This does not make sense. When a staff member moves on, so do the volunteers? How can we avoid this and keep the momentum going with staff turn-over?

Solving the problem, if THERE IS a problem

The lesson here might be with a volunteer management system. Another Citizen Corps Affiliate organization has a volunteer registration system and when the staff member moved on, communication actually increased and the new staff member was very responsive to emails.

Another example, with a Citizen Corps core program where a few people moved on to other roles, that system maintained the list of volunteers, but communications has lessened. Hopes are that with National Preparedness Month just around the corner this will pick up.

In summary, good people help motivate good volunteers. When staff moves on, the volunteers shouldn't. Non-profits need to understand this is an issue.

Communication is key to sustaining the volunteer workforce. A very simple concept, but an issue that should not be overlooked.

Large Scale CERT

CERT in Fairfax County is no small feet, but neither is a major disaster.

Over 50 students participated in a CERT Final Exercise this past weekend. There were over 100 "victims" who also were volunteers in the community.

The final exercise provided extensive hands-on training to the students at the old Lorton Prison Grounds and increased awareness for all the "victims". This was the first time the final exercise was not held at the fire academy.

Volunteers Provide Communications During WV Mine Explosion

Several weeks ago, we discussed volunteers being trained in the National Capital Region on ECRV 4703. The Red Cross Emergency Communications Response Vehicle, staffed by volunteers, provided vital communications during the recent mine explosion in West Virginia.

recently completed ECRV Operator Training.
They join others who have completed
the 40 hour hands-on training program.

The American Red Cross Emergency Communications Response Vehicle (ECRV) is "... among the first to arrive at a disaster area, and, without benefit of ANY local infrastructure (power, landline phones, cell phones, radio towers, etc.) deploy laptops and Internet Protocol (IP) phones, all connected to the American Red Cross network (by satellite), thus providing critical email, disaster applications access, and voice communications capabilities to those who are providing the initial disaster response.

In addition, the truck contains fourteen radios, all designed to fill specific communications gaps that are likely to occur in a large disaster. The truck also carries 10 cell phones that can be issued if cell service is available, and ten handheld radios to further facilitate communications between disaster workers." (ecrv4703.org) There are currently 12 ECRVs located across the United States.

Trailer Leads Way to Expand CERT Training

Pictured above, at the Capital Home Show, are Jack and Suzy Ledgerwood and Andrew Levy, Volunteer CERT instructors, during the public release of the Fairfax County CERT Trailer. The trailer was purchased with the assistance of a DHS grant.

With Fairfax County being over 400 square miles, the hands on CERT program had traditionally been taught at the Fire Academy, located in the north of the county. There had been requests to teach those living in South County. CERT 1 was created and enabled people to take the CERT course in South County, however, primarily classroom based. CERT 2, a hands on course could not be taught without getting the pallets, 2x4s, and other equipment to the training locations, in other parts of the county.

The CERT trailer will enable the hands on course to be taught in other parts of the county.

Crowds at Capital Home Show Prepared for Next Disaster

How can you get people to come over to your booth, when the focus was not on selling home products? Take the child of one of the volunteer instructors, have her lay down on the ground (on the show floor), put on some fake blood and ...

... and see the crowds form (both adults and children look on), as CERT rescues her in a demonstration.

VDEM Offers CERT Train-the-Trainer Courses

The Virginia Department of Emergency Management (VDEM) is offering the CERT Train-the-trainer course. Registration is now open.

"This course is designed to prepare participants to institute a CERT program in their communities. Organizational topics to be briefly reviewed include: program planning, funding sources, recruiting, training, supervision, team member retention and legal concerns. Topics to be covered from the CERT course will include: disaster preparedness, fire suppression, first aid, light search and rescue, disaster psychology, teaching the adult learner and terrorism awareness. There will be a variety of hands-on practical exercises for certain topics."

Fairfax County CERT Featured at Capital Home and Garden Show

The Fairfax County Community Emergency Response Team (CERT) was "given a unique opportunity-placing a CERT display and doing extrication demonstration drills at the Capital Home & Garden Show running February 25-28th at the Dulles Expo Center" (CERT PIO).

They expect to see around 35,000 people during the event, as well as media overage. "CERT skill demonstrations every two hours."

What a great opportunity for community outreach? But where are the volunteers?

The only problem is the day before the event ONLY 4 people volunteered for this exhibit. MANY more people are needed to help make this a success.

Fairfax, VA, 10 Feb 2010 – The American Red Cross in the National Capital Region continues to provide disaster (volunteer) workers to support emergency operations throughout the area. Following the issuance of a blizzard warning by the National Weather Service, the Red Cross is working with local government agencies to urge residents to minimize travel and take safety precautions.

Citizen Corps Volunteers Respond to Blizzard 2010

Members of the Fairfax County Citizen Corps Council and Volunteer Fairfax's Volunteers for Change volunteered, along side employees from the Fairfax County Office of Public Affairs, at the County Government Emergency Hotline to help setup and answer calls after the recent storm.

Other Citizen Corps volunteers, responded to a county request to provide 4x4 vehicle transport for those that were unable to drive due to the current road conditions. Those that were brought to the warming shelters were very appreciative.

Web tool will increase transparency, collaboration as part of Open Government Initiative

Department of Homeland Security (DHS) Secretary Janet Napolitano today announced the launch of a new online public engagement tool designed to solicit input from the public on ways to enhance transparency, participation, collaboration and innovation at the Department—part of President Obama's Open Government Directive.

"Creating an open, transparent, more efficient and effective government is one of our top priorities at the Department of Homeland Security," said Secretary Napolitano. "This new online tool allows the public to play a major part in our Department-wide efforts to enhance openness and accessibility."

The new online tool—available from Feb.6-March 19 at https://www.dhs.gov/open allows members of the public and interested stakeholders to submit ideas and suggestions on ways DHS can enhance transparency, participation, collaboration and innovation—while saving taxpayer money.

The ideas submitted will help guide the development of an official DHS Open Government plan.

On Dec. 8, 2009, President Obama issued the Open Government Directive to begin breaking down long-standing barriers between the federal government and the people it serves, and instructed agencies to take immediate, specific steps to open their doors and data to the American people. Agencies across the federal government will begin engaging the public through similar online tools this week.

CERT Volunteer Snowed in During the Recent Blizzard?

Are you a CERT volunteer snowed in during the recent blizzard? Then we know you have an emergency preparedness kit (complete with food, flashlights, batteries, water, etc.) So you are prepared!

There are still a few things you can do:

- Check on your neighbors.

- Shovel out a fire hydrant.

Also, do you know what number to call, if you lose power and need someone to come evacuate you to a shelter? Chances are that someone will come and just pick you up are probably a little unlikely.

A good number to have on hand is your local county emergency hotline/information number.

Citizen Corps Volunteers Needed To Help Those Without Power

Local Citizen Corps Council receives request from Office of Emergency Management (OEM) to gather a list of volunteers with 4x4 vehicles that are able to transport individuals that are without power. They would like to make a list of available volunteers with their contact information including name, address, and phone.

This effort is being coordinated by the local volunteer coordination center, Volunteer Fairfax.

CERT Trains with the Best of the Best

Our previous discussion was about CERT (Indirectly) Plays Role in Haiti as the CERT volunteeers were volunteer victims for multiple Urban Search and Rescue Exercises to help them prepare for responses like Haiti.

Frostival 2010 with a CERT Twist

"How can you get the CERT message across to 2 to 12 year olds without scaring them for life? Make it a GAME.

Our Outreach Team came up with a fun game that was informative as well as giving the player a prize. Who doesn't like getting a prize!!! So, the kids got to stick their hand in a green box filled with white plastic peanuts and pull out a piece of paper with a question. If the answer was given correctly (with help from mom or dad, or the ever helpful CERT booth babes or dudes) a nifty pen light or CERT pen was given. This game drew a crowd!!

We also had a quieter coloring page activity. 275 Preparedness Activity books were handed out as well. And we got a full page of parental sign ups for CERT classes. Those of you CERTs that were nursing a hangover; you missed a great event. We had a booth location near the stage." (Reprinted from Fairfax County CERT Blog)

Join Multiple Citizen Corps Organizations To Make A Bigger Difference

Several folks from other Citizen Corps programs have inquired how they can join others and help out with the Fairfax County Health Department H1N1 Vaccination Clinics.

For example, the Fairfax Coutny CERTs you have seen at the clinics, are also Fairfax County MRC volunteers. Many volunteers in Fairfax County are also members of and trained in other Citizen Corps programs.

In order to volunteer with the clinics, you are required to be an MRC volunteer. If you are interested in joining MRC, you can signup at https://www.fairfaxmrc.org/regprocess.php

You will then need to attend MRC 101 Orientation. The next class is December 16th from 7-9pm.

Local CERT Helps with Regional Rail Hostage Disaster Exercise

"Members of Fairfax County CERT participated in a disaster drill conducted by the Virginia Railway Express. The premise of this disaster exercise was a train crash; with an active shooter taking hostages aboard one of the rail cars.

No Cost Outreach - Volunteer Police Programs in Washington Post

Another option to saving taxpayer and grant dollars for advertising volunteer programs is to have them featured in a story in the local newspaper.

The Fairfax County volunteer police programs were featured in the Washington Post Metro Section and also appeared in the Fairfax County Times.

Neighbors Helping Neighbors first discovered this article while riding the Metro, reading the free newspapers that are handed out every morning to thousands and thousands of riders.

"In Fairfax County, Va., officials had planned to have swine flu clinics at 10 different locations on Saturday. But the county did not receive the number of doses it requested, and was forced to offer the vaccinations only at the government building. People began lining up with camping gear the night before to get vaccinations.

Merni Fitzgerald, Fairfax’s public affairs director, said officials were aiming to administer 12,000 doses of the vaccine to those most at risk for serious complications from the H1N1 virus, mainly pregnant women and children 6 to 36 months." (Source: NY Times Article)

Fairfax County CERT Takes on DC Metro - And Is Prepared

Members of Fairfax County CERT completed WMATA training and became members of the Metro Citizen Corps.

The program consisted of three modules:

Module I – Program Orientation / Terrorist Activity Recognition and Reaction Training

Module II – Passenger Train Familiarization at the Metro rail yard

Module III – MetroRail Familiarization / Tunnel Walk (Actually entering the MetroRail tunnel system during operating hours)

Local CERTs Work Together with Support from Red Cross

On Saturday July 11, local area Community Emergency Response Teams (CERT) from Arlington, Alexandra, Fairfax and others participated as victims in the Pentagon Force Protection Decontamination drill/test.

The local American Red Cross also provided support for the drill.

"At the start of the test, a harmless, traceable powder, the same one used in the previous test, will be released. After the release, volunteers who have been stationed in and around the Pentagon, will be transported by bus to a decon area. Upon arrival at the decon station, they will place their clothing in a bag and will remain wearing their bathing suit as they proceed through decon. Volunteer's clothing will be returned to them on the other side of the decon line."

Deputy Secretary Lute will lead a citizenship class at the Northern Manhattan Coalition for Immigrant Rights (NMCIR) in New York, N.Y., where immigrants from around the world come to learn English, learn about America and prepare to become U.S. citizens.

Administrator Fugate will discuss the importance of service at a roundtable in Denver with Americans who have made President Obama’s challenge central to their daily lives, including firefighters as well as volunteers from FEMA’s Fire Corps and CERT programs—two entities that train people to assist and become first responders.

This fall, through the collective reach of the entertainment industry in an unprecedented cooperative effort led by the Entertainment Industry Foundation (EIF), Americans will be asked to give their time and talents to a cause they care about. The entertainment industry will also shine a spotlight on the great service and volunteer heroes who are changing our world for the better, both at home and abroad. The effort will begin with TV programming and will expand to other media later on.

We expect that virtually every American will hear this rallying message multiple times. PSA’s will point the public to a powerful web-based tool where they can find opportunities to serve with nonprofit organizations or through neighborhood projects. They will find “Do It Yourself” projects they can do on their own or with a group, family, or friends. Everyone will be able to find a way to make a meaningful contribution that fits his or her unique preferences.

This campaign will highlight five areas identified by President and Mrs. Obama as priorities for the country where needs in our communities are great and where volunteers can play a vital part in solving problems and lifting up communities:

1. Education and youth
2. Environmental conservation and reduced energy consumption
3. Health and well-being of all generations
4. Economic development and financial security
5. Supporting our troops and keeping America safe

Penny Kelly, who teaches Fire and Emergency Medical Science (EMS) at Falls Church Academy, has been named the Outstanding Emergency Medical Services Pre-Hospital Educator of the Year by the Northern Virginia Emergency Medical Services Council, Inc. Falls Church Academy is one of six high school academies in Fairfax County Public Schools (FCPS).

Kelly, who is the fire and EMS program’s first and only instructor, was praised by nominators for her dedication to the program and for enhancing the educational experience for her students. By networking with regional fire and rescue professionals, Kelly has facilitated flight medic helicopter visits to Falls Church Academy and field trips to the Fairfax County Fire and Rescue Academy and Northern Virginia Community College’s Medical Education Campus cadaver lab for students.

“Under her leadership, the enrollment has grown each year, and plans are under way to add an additional program,” says Diane Pruner, FCPS director of the Office of Career and Technical Education. Pruner adds that Kelly has continued to refine and enhance the curriculum in order to provide her students with the best instruction possible and is always looking for new experiences to keep her students engaged. She volunteers her time to accompany Falls Church Academy administrator Dave Tremaine on visits to area high school guidance departments to promote academy programs.Since 2004, 60 of Kelly’s students have received basic Emergency Medical Technician (EMT) certifications; she works with students to find employment or select an institution for continued study at the postsecondary level.

“Penny is an influential communicator who possesses the gift of being able to make complex subjects understandable,” says Capt. David Tobin of the Fairfax County Fire and Rescue Department. Kelly is a licensed EMT and EMT instructor and CERT (Community Emergency Response Team) trainer and is licensed to teach EMT and Fire Science in Virginia.

The following was submitted to the Fairfax County Board of Supervisors.

Fairfax County CERT and the professional instructors are the best of the best and provide a world class program. There is no other program in the nation that provides such hands-on expertise with instructors with extensive background. Where else can you find a CERT instructor who responded to Katrina, Pentagon, or World Trade Center? Where else can you find a CERT instructor who is on the Urban Search and Rescue Team and deploys to worldwide disasters? Our citizens deserve the knowledge of these experts who live in our community. Many of us do not have the time to be volunteer fireman, but do have the time to take the CERT training and give back as volunteer instructors and outreach. What other CERT program has been on a National Food Show? Ourprogram has the CERT instructor who was featured to thank for that. Not only should you keep the MA2 position, in times when you need to cut other areas, Fairfax County should be considering expanding the program. Fairfax County CERT expanded the program this past year under the leadership of these three instructors who came up with CERT Basic, 2, 3. This gives more access to CERT program to people in other parts of the county and does not cost the county a dime. Please think again about cutting the CERT program. Losing our MA2 would be a deep loss to Fairfax County. Not only do you need to think about the position, but also the people behind it. The people who have made a difference in our lives.

The U.S. Food and Drug Administration is reporting the following medical device recall:

Product: ZOLL AED Plus Defibrillator. This product was manufactured from May 2004 through February 2009 and distributed from May 2004 through February 9, 2009.

Use: This device is used by emergency or medical personnel, by others who have completed CPR AED training courses, or the public at large. It is intended to treat patients in cardiac arrest. The device analyzes an unconscious patient’s heart rhythm and instructs the user to press a button that delivers an electrical shock to the heart to restore a normal heart rhythm.

Reason for Recall: The AED failed to deliver the defibrillation energy. "

In the past, you would have called the operator to connect your call. With all of the services on the internet, it has probably been some time since you called the operator on your telephone.

Now that this service is automated, you rarely speak with a person right away when calling the operator.

Having the police non-emergency number posted by all of your telephones can be a lifesaver, in the event the 911 system goes out in your area. You might also want to have listed the phone number for your local fire station and hospital.

Hopefully this is not a sign of the times - McGruff gets punched by a bus driver.

So you just finished going around your house and changed all the clocks. But did you change all the batteries in your smoke detectors?

Since you probably didn't, when you go through your house again, take a look at when the last time you replaced the smoke detector itself. If it has been more than 10 years, you might consider replacing them.

While walking around the house, make sure external lights are all working and your sidewalks are clear. Also check under the sink and in your garage and make sure chemicals are out of reach to children. The same is true for medications. If it is expired, why keep it?

Make sure you properly dispose of items that you no longer need.

Looking through the eyes of others, working to get back on their feet, local volunteers group together to help others.

The Fairfax Times featured an article this week about getting neighbors in our community out of the cold.

"This winter, he has been spending his days in school, working temporary jobs through Labor Ready and getting services at the Lamb Center in Fairfax. When the sun goes down, he has been able to get a hot meal and warm place to sleep each night, thanks to Fairfax County's hypothermia shelter program.

"Without the program I wouldn't be going to school. I wouldn't have a place to study," Phillips said. "I just hope they keep doing what they're doing. People need it."

The hypothermia program, now in its fifth year, was started after two men died of hypothermia in the county. Fairfax County's homeless shelters are perennially overcrowded and there can be a waiting list of 100 people or more to get into a shelter. A segment of the homeless population does not want to live in a shelter."

What happens when the power goes out or you lose communication?
How do you handle food safety?
When you have food for your volunteers, how long does it stay out?
Which organization does your volunteers represent?
Are volunteers your liability?
How do you handle special needs in an emergency?
What about people from other countries and different languages?
What about people who cannot hear verbal messages?
Who is watching the young volunteers?
How does the weather fit into your plans?
Do you have staging areas?
How will you handle evacuation?

And while you might think you have incorporated all of these things into your plan, have you "Asked a Volunteer?" Just to make sure they understand how they fit in.
